US Congressman. Born in Oblong, Illinois, he attended Austin College in Effingham and graduated from the law department of the University of Illinois at Urbana. He was admitted to the bar in 1901 and started a law practice in Robinson, Crawford County, which he maintained for many years. A Democrat, Arnold held no public office until 1922, when he was elected to represent Illinois' 23d District in the US House of Representatives; he was reelected six times. In 1935 he resigned from Congress to accept an appointment to the US Board of Tax Appeals (now the US Tax Court), which he kept until his retirement in 1950. His last years were devoted to overseeing his two large farms and to banking pursuits in Robinson.
