He was assistant district attorney of Allegheny County, (1917-27). In 1927, 1929, and 1931 he was elected as a Republican to the Seventieth, Seventy-first and Seventy-second Congresses, serving until 1933. An unsuccessful candidate for reelection, he resumed the practice of law until his death at age 84.
