U.S. Congressman. Born in Allegheny, Pennsylvania, he was the great-grandson of US Congressman Harmar Denny. He graduated from Yale University in 1908, from the law school of the University of Pittsburgh in 1911, was admitted to the bar and commenced to practice of law in Pittsburgh, Pennsylvania. During World War I, he served as a First Lieutenant bombing pilot in the US Army Air Corps. After the war, he resumed the practice of law, was the Pittsburgh director of public safety (1933-34) and was Mayor of Pittsburgh, in 1941. During World War II, he served as a Lieutenant Colonel assistant air inspector, Eastern Flying Training Command US Army Air Corps, (1942-45). In 1951, he was elected as a Republican to the Eighty-second Congress, serving until 1953. An unsuccessful candidate for reelection, he served as a member of Civil Aeronautics Board, (1953-59). He died at age 79 in Buxton, England.
