US Congressman. He graduated from Vermont Academy in 1904, from Middlebury College in 1908, from the law department of Yale University in 1911, was admitted to the bar and commenced to practice law in South Bend, Indiana, in 1912. He was a member of the board of education of South Bend, Indiana, (1926-28). In 1931, he was elected as a Democrat to the Seventy-second Congress and to the next three succeeding Congresses, serving until 1939. Not a candidate for reelection, he resumed the practice of law and was the vice president of the Transportation Association of America, (1943-45). He also was an attorney for the Pure Oil Company Chicago, (1949-56) and a consultant with the Coe Foundation, (1956-65). After he retired from public life, he taught American history at a various colleges in the Vermont.
