Governor of Vermont. He graduated from the Medical Department of the University of Vermont in 1859. He enlisted for the Civil War in 1861 and was appointed a Sergeant in Company H, 2nd Vermont Regiment. Woodbury was the first Vermonter to be wounded in the Civil War, losing his right arm at First Bull Run. In 1862 he was commissioned a Captain in Company D, 11th Vermont. In 1863 he transferred to the Veterans Reserve Corps where he served until the end of the war. After leaving the Army Woodbury was Deputy Customs Collector in Burlington. He was active in numerous local businesses, including a lumberyard and a cotton mill, the most prominent of which was the Van Ness House, Burlington's largest hotel. Woodbury served on the Burlington Board of Aldermen in 1881, as President of the Board in 1882, and as Mayor from 1885 to 1886. He was elected Lieutenant Governor as a Republican, serving from 1888 to 1890. In 1894 he was elected Governor, serving until 1896. After leaving office Woodbury returned to his Burlington businesses.
