Wyoming Governor. Graduating from the University of Michigan, with a civil engineer degree in 1904, he relocated to Wyoming, held a number of executive engineering posts and served as Wyoming State Engineer, (1919-27). In 1927, he was elected as a Republican the 15th Governor of Wyoming, serving until his death at age 48. As Governor, he played an active role in the development of Wyoming's natural resources.
