US Congressman. Active in Illinois politics, he was member of the Chicago city council and the State house of representatives, 1914 to 1923. He was elected as a Democrat to the Sixty-eighth Congress to fill the vacancy caused by the death of John W. Rainey in 1923. He was reelected to the Sixty-ninth, Seventieth, and Seventy-first Congresses and served until 1931. Not a candidate for re-nomination, he again became a member of the Chicago city council and served until his death.
