US Congressman. A native of New York City, he served in the United States Coast Guard from 1943 to 1945. Elected to represent New York's 13th and 14th Districts in the United States House of Representatives, he served from 1947 to 1967. He also served as an Alternate Delegate to the Democratic National Convention from New York in 1960, and as a State Court Judge for New York from 1968 to 1977.
