US Congressman. He was admitted to the bar in 1890 and commenced law practice in Baltimore, Maryland. He was a member of the State House of Delegates in 1904 and 1905, served in the State Senate from 1906 to 1909 and as Judge Advocate General on the staff of Governor Austin L. Crothers, 1908 to 1912. In 1911, he was elected as a Democrat to the Sixty-second Congress and to the ten succeeding Congresses, serving until his death.
