Wisconsin Governor. After serving in the U.S. Navy during World War II (WWII), he graduated from the University of Wisconsin in 1949, earned a master's degree in 1952 and a doctorate in communication in 1957. He was an instructor in the University of Wisconsin Extension speech department and a professor of mass communications at Wayne State University, (1952 to 1962). Returning to the University of Wisconsin, he was professor of speech and radio-television education, managed the university's public television station and the ninth president of Wisconsin State University, (1967 to 1972). In 1978, he was elected a Republican as the 40th Governor of Wisconsin, serving until 1983. While in office, he focused on the benefits of tax cuts, plus signed the nation's first civil rights legislation barring discrimination against gays and lesbians in jobs and housing. Declining to run for re-election, he started a consulting firm and served as Chief Operating Officer of Sentry Insurance Company, (1983 to 1984).
