US Congressman. In 1858, he was assigned to survey the Minnesota and Dakota Territories. When the Minnesota Territory was admitted as a State, he was elected a member of the first Territorial House of Representatives, serving 1861 to 1863. He was elected President of the Territorial Council in 1866, acted as secretary of the Indian Peace Commission in 1867 and established the meridian standard lines for US land surveys in the Dakotas. In 1871, he was elected as a Democrat to the Forty-second and Forty-third Congresses, serving until 1875. An unsuccessful candidate for reelection, he engaged in banking and in real estate until his death.
