Maryland Governor. Educated at the Charlotte Hall Academy, the Washington Academy, he graduated from the University of Pennsylvania, in 1811, studied law and was admitted to the bar in 1814. Entering politics, he was a member of the Maryland House of Delegates, (1816-17) and judge of the Somerset County Orphan's Court, (1826-29). In 1830, he was elected as a Democrat the 21st Governor of Maryland, serving until serving until 1831. While he was in office, changes to the University of Maryland's collegiate department were lobbied, the state penal system was improved and aid for Revolutionary War veterans was endorsed. Unsuccessful for reelection, he served as lottery commissioner for Maryland in the 1840s and was a naval officer for the Port of Baltimore, until he retired from public life in 1850.
