US Congressman. He was a member of the Massachusetts State House of Representatives from 1918 to 1924, and served as mayor of Salem from 1924 to 1937. In 1937, he was elected as a Republican to the Seventy-fifth Congress and to the six succeeding Congresses, serving until his death in an airplane accident.
