US Congressman. He was admitted to the bar in 1882 and opened a private law practice in Athens, Georgia. From 1894 to 1895, he was a member of the Georgia State Senate and was a Georgia Superior Court judge, 1906 to 1917. In 1917, he was elected as a Democrat to the Sixty-fifth Congress to fill the vacancy caused by the death of United States Representative, Samuel J. Tribble. He was reelected to the Sixty-sixth Congress and to the next seven succeeding Congresses, serving until his death.
