US Congressman. He was admitted to the bar in 1942, served as law clerk on the US Court of Appeals, District of Columbia in 1943 and established a private law practice in Salt Lake City, Utah in 1945. In 1958, he was elected as a Democrat to the Eighty-sixth and Eighty-seventh Congresses, serving until 1963. He was again elected to the Eighty-ninth Congress, serving 1964 to 1966. In 1967, President Lyndon B. Johnson appointed him ambassador of the Malagasy Republic and President Richard Nixon appointed him ambassador of Mauritius in 1969.
