Iowa Territorial Governor. Skilled as a printer, he and partner John Russell published the Belmont Gazette Wisconsin Territorial Gazette and Burlington Advertiser. Relocating to Burlington, Iowa, in 1836, he established the first newspaper published the Daily Gazette in 1837. After Iowa Territory was established in 1838, Clarke remained in Iowa as editor of the Burlington Gazette and accepted an appointment from President Van Buren, as Territorial Secretary, serving (1839-41). He also served as Mayor of Burlington, Iowa, (1844-45). In 1845, he was appointed by President James Polk, as a Democrat, the 3rd Iowa Territorial Governor, serving until 1846. As Iowa Territorial Governor, he played a role in the development of Iowa, helped define the state's boundaries and formed the first constitutional conventions. After leaving office, he resumed his position as a newspaper editor in Burlington and served as the first president of the Burlington School Board, until his death.
