U.S. Congressman, U.S. Senator. He graduated from Williams College, 1834, studied law, was admitted to the bar in 1834 and commenced the practice of law in Enfield, Connecticut. He was a of the member Connecticut State House of Representatives, (1837-38, 44). In 1845, he was elected as a Whig to the Twenty-ninth and Thirtieth Congresses, serving until 1849. After his term, he again was a member Connecticut State House of Representatives, in 1854. In 1856, he was elected as a Republican to the United States Senate, serving until 1869. An unsuccessful candidate for reelection, he was appointed Minister to Russia in 1869, but declined. Retiring from politics, he engaged in literary pursuits and extensive traveling until his death at age 58.
