Canadian Pioneer. Educated as a civil engineer in England, he immigrated to British Columbia, Canada, in 1859. There he supervised the survey of New Westminster, built the Dewdney Trail route, oversaw the construction of a trail to the British Columbia Interior in 1865 and secured the line of communication with the region to prevent an American takeover of that part of the province. Entering politics, he was elected to the British Columbia Legislative Council in 1870, elected to Parliament as Conservative member in (1872, 74, 78), was Indian commissioner for the North West Territories, (1879-88) and Lieutenant Governor of the North West Territories, (1881-88). In 1888, he was elected to the House of Commons as member for Assiniboia East, serving until 1892, when elected as the 5th Lieutenant Governor of British Columbia, serving (1892-97). After his term, he retired from public life to become a mining broker and financial agent until his death at age 80.
