U.S. Congressman. He was editor of the Kennebec Journal, studied law at Harvard Law School in 1839, was admitted to the bar in 1840, and commenced the practice of law in Galena, Illinois. In 1853, he was elected as a Whig to the Thirty-third Congress and re-elected as a Republican to the following eight succeeding Congresses, serving until 1869. That same year, he was appointed as Secretary of State in the Cabinet of President Grant but resigned to accept a diplomatic mission to France and served as Minister until 1877. Returning to the United States, he engaged in literary pursuits until his death from a heart ailment.
