58th Governor of Maryland, Baltimore Mayor. A member of the Democratic Party, he served as the state of Maryland's governor from 1987 until 1995. The son of an attorney, he attended Baltimore City College and attained his bachelor of law degree from the University of Baltimore. During World War II, he served in the European Theater with the US Army and remained a member of the Army Reserves in the post-war years, rising to the rank of colonel. Following his return home, he commenced practicing law and launched his political career in 1955 as a member of the Baltimore City Council, eventually being elevated to their president. He was elected mayor of Baltimore (1971 to 1985), and during his tenure at that capacity achieved recognition for transforming the city into a national tourist destination with the popular attractions Harborplace and The National Aquarium. As governor, Schaefer was acknowledged for his efforts in improving education and expansion of social programs. He was in office during the completion and opening of Camden Yards (Baltimore Orioles' ballpark), a project which was conceived when he was Baltimore's mayor. After leaving the governorship, he served as Maryland's comptroller from 1999 until 2007.
