Wisconsin Governor. He attended Lawrence University, taught school for a while, studied law, was admitted the bar in 1886 and practiced law in Wakefield, Michigan. In 1895, he returned to Wisconsin, was co-publisher of the Beloit Daily News, (1899-1900). Moving to Racine, he became owner of the Racine Daily Times and was Mayor of Racine, Wisconsin, (1911-15). He also was a member of the Wisconsin State Senate, (1927-34). In 1939, he was elected as a Republican the Lieutenant Governor of Wisconsin, serving until 1943. When Governor Orland Loomis died before he could be sworn into office and Goodland was appointed the 31st Governor of Wisconsin, in 1943. He was reelected in 1946, but died shortly after beginning his third term, at age 84.
