U.S. Congressman. He studied law, was admitted to the bar in 1895 and commenced to practice law in Winsted, Connecticut. He was the Winsted town clerk, (1892-1902), prosecuting attorney of the town court, (1899-1902) and Postmaster of Winsted, (1902-14). In 1915, he was elected as a Republican to the Sixty-fourth Congress and to the next three succeeding Congresses, serving until 1923. He was again elected to the Sixty-ninth, Seventieth, Seventy-first Congresses and served from 1925, until his death at age 62.
