U.S. Congressman, U.S. Senator, Nevada Governor. After graduating with an engineering degree from the University of Kentucky 1906, he had a successful career as an engineer in Cincinnati, Ohio, Chicago, Illinois and San Francisco, California. He then was Dean of the Engineering at the University of Nevada (1914-17). During World War I, he served as a Lieutenant Colonel in the U.S. Army (1917-18). After the war, he was the Nevada State Engineer (1918-23) and Nevada State Public Service Commissioner (1919-23). In 1923, he was elected as a Democrat the 14th Governor of Nevada, serving until 1927. During his term, an old age pension bill was sanctioned, a state park system was advanced and the first airport in Las Vegas was opened. After leaving office, he was special adviser to the Secretary of the Interior, in 1927 and editor-publisher of the Nevada State Journal (1927-32). In 1933, he was elected as a Democrat to the Seventy-third Congress and to the next four succeeding Congresses, serving until he resigned in 1942. He was elected as a Democrat to the U.S. Senate to fill the vacancy caused by the death of Key Pittman in 1942 and served until his death.
