US Congressman, US Senator, Montana Governor. Born in Snow Camp, North Carolina, he attended Earlham College Indiana and graduated from Guilford College, in 1889. Moving to Missoula, Montana, in 1891, he studied law, admitted to the bar in 1892 and established a legal firm. He was assistant prosecuting attorney of Missoula County, (1893-95), prosecuting attorney (1895-97) and a member of the Montana State House of Representatives in 1900. In 1903, he was elected as a Republican to the Fifty-eighth and Fifty-ninth Congresses, serving in 1905. Elected as a Republican to the United States Senate, he served (1907-13). In 1920, he was elected as a Republican the 7th Governor of Montana, serving until 1925. Unsuccessful for reelection, he resumed the practice of law and was appointed the first Assistant Secretary of the Interior, serving (1929-33). He died at age 66 in Missoula, Montana.
