U.S. Congressman. Born in Sedalia, Missouri, he attended the US Military Academy, West Point, (1884-85), graduated from the University of Missouri, in 1887, studied law, was admitted to the bar in 1888 and commenced to practice law in Missoula, Montana. He was judge of the police court, (1889-94), register of the United States land office (1894-98) and Mayor of Missoula, under the first city commission government established in Montana State, (1911-12). In 1913, he was elected as a Democrat to the Sixty-third Congress and to the next three succeeding Congresses, serving until 1921. He was again elected to the Sixty-eighth Congress and to the next four succeeding Congresses, serving (1923-33). Not candidate for re-nomination, he retired from public service and resided in Washington, D.C., until his death at age 83.
