US Congressman. He earned degrees from University of Virginia in 1951, the George Washington University, Washington, D.C. and was admitted to the Maryland Bar in 1953. He then was commissioned an officer in the US Army Judge Advocate's Corps, serving as Captain in the 3rd Armored Division Germany, (1953-57). After he was discharged from the Army, he commenced to practice law in Frederick, Maryland in 1958, was Frederick County Attorney (1959-61), chairman of the Maryland State Planning and Zoning Law Study Commission (1966-70), member of the Maryland House of Delegates (1963-67) and a member of the Maryland Senate (1967-71). In 1971, he was elected as a Democrat to the Ninety-second Congress and to the next three succeeding Congresses, serving until his death. He died of a heart attack at age 49.
