He graduated from Bowdoin College, in 1909, from the law department of Harvard University, in 1913, was admitted to the bar and commenced to practice law in Portland, Maine. He was a member of the Portland school committee, (1915-23), a member of the Maine State House of Representatives, (1917-18) and served as a Captain in the 3rd Infantry, Maine National Guard. He was again a member of the Maine State House of Representatives, (1921- 23) and a member of the Maine State Senate, (1923-25). In 1925, he was elected as a Republican the 54th Governor of Maine, serving until 1929. He was elected as a Republican to the Seventy-fourth, Seventy-fifth and Seventy-sixth Congresses, serving (1935-41), then elected as a Republican to the United States, serving (1941-52). After leaving politics, he continued to be active in many conservative organizations until his death from cancer at age 73.
