US Congressman. Born in Johnstown, Pennsylvania, he graduated from Washington and Jefferson College, in 1880 and was a school teacher. Interested in the legal profession, he studied law, was admitted to the bar in 1884 and commenced to practice law in Johnstown, Pennsylvania. He was a member of the Pennsylvania State House of Representatives in 1889 and declined to be a candidate reelection after his term. In 1917, he was elected as a Republican to the Sixty-fifth, Sixty-sixth and Sixty-seventh Congresses, serving until 1923. He died shortly after his term at age 66 in Washington, D.C.
