U.S. Congressman. He attended the State Teachers’ College and taught school at Ferndale and Dale, Pennsylvania. He also was a railroad clerk, (1894-95), served as post office clerk at Johnstown, Pennsylvania, (1897-98) and as assistant postmaster, (1899-1904). Moving to Washington, D.C., he served as an assistant division chief in the U.S. Treasury Department, (1905-08), graduated from the law department of George Washington University, in 1908; was admitted to the bar and commenced to practice law in Colville, Washington, D.C., in 1909. He was prosecuting attorney of Stevens County, (1911-12, 15-16), returned to Pennsylvania, in 1917 and continued the practice of law. In 1932, he was elected as a Republican to the Seventy-second Congress to fill the vacancy caused by the resignation of J. Russell Leech, serving until 1932. Not a candidate for re-nomination, he resumed the practice of law until his death.
