North Dakota Governor. He served as Governor of North Dakota for less then a year after the death of Governor Frank Briggs in August 1898. After leaving office in 1899 he would go on to become Lieutenant Governor under Frederick Fancher. He was also very active in the North Dakota Education Association, and in 1900 became Superintendent of Schools for the state. In 1922 he was also appointed state immigration commissioner.
