Idaho Governor. He attended San Francisco City College, studied law, was admitted to the bar in 1870 and established a law career in Hailey, Idaho. He was a member of the Idaho Territorial Legislature, (1871-78), served as U.S. District Attorney for Idaho, (1885-89 and was Mayor of Boise, (1903-05). In 1911, he was elected as a Democrat the 9th Governor of Idaho, serving until 1913. During his term, four new counties were established, a highway district law was initiated, liquor laws were put into effect, “Pioneer Day” was instituted as a legal holiday, a location for the state sanatorium was secured and the state constitution was revised to include a recall, initiative. Unsuccessful for reelection, he resumed the practice of law and was president of the board of directors for the Idaho State Historical Society. He died in retirement from a heart attack.
