U.S. Congressman, U.S. Senator. He graduated from Washington College, studied law, was admitted to the bar in 1864 and commenced to practice law in Easton, Maryland. President Andrew Johnson appointed him collector of internal revenue for the Eastern Shore district, serving (1867-70) and he was State attorney for Talbot County, (1871-75). In 1885, he was elected as a Democrat to the Forty-ninth, Fiftieth and Fifty-first Congresses, serving until 1891. He was then elected as a Democrat to the United States Senate to fill the vacancy caused by the death of Ephraim K. Wilson, serving (1891-97). After leaving the Senate, he resumed the practice of law until his death at age 58.
