Delaware Governor. After completing his education at Beacom College, he worked as a timekeeper at the Delaware Iron Works and later was assistant secretary at the General Motors Buick division. He was Mayor of Wilmington, Delaware, (1935-40). In 1941, he was elected as a Republican the 52nd Governor of Delaware, serving two terms until 1949. While in office, he directed Delaware in its war effort by raising volunteers for active duty, strengthening the State Council of Defense, limited the use of gas, oil, advocated for education reform, new hospital construction and rehabilitation programs for veterans. After World War II, the U.S. Government facilities at Fort du Pont, Delaware City, was named in his honor. After leaving office, he lived in retirement from public service until his death at age 82.
