U.S. Continental Congressman, Massachusetts Governor. He studied law, was admitted the bar and established a successful law practice in Biddeford, Massachusetts. He was the King's attorney for York County, was active in pre-Revolutionary War movements and a member of the Provincial Congress of Massachusetts (1774-75). In addition, he was member of the general court (1775-76), a justice of the Massachusetts Superior Court (1776-82) and elected as a Democrat Republican to the Continental Congress, serving (1782-83). After leaving Congress, he was a member of the executive council in 1787, probate judge for Suffolk County in 1788 and served as the 2nd Massachusetts State Attorney General (1790-1807). In 1807, he was elected the 7th Governor of Massachusetts and served until his death.
