U.S. Congressman. Born the son of U.S. Senator George Frisbie Hoar, he graduated from Harvard University in 1876 and served in Company C, 5th Massachusetts Infantry, U.S. Army, (1875-79). He then studied law, was admitted to the bar and commenced to practice law in Worcester, Massachusetts. He was assistant district attorney for the middle district of Massachusetts, (1884-87), a member of the common council of Worcester, (1887-91) and aide-de-camp with rank of Colonel on the staff of Governor Oliver Ames, (1887-90). He also was judge advocate general with rank of Brigadier General on the staff of Governor Roger Wolcott, (1897-1900) and Massachusetts District Attorney, (1899-1905). In 1905, he was elected as a Republican to the Fifty-ninth Congress, serving until his death at age 51.
