He died August 18, 2011 at the Compassionate Care Center in Richmond, at approximately 6 a.m, with much of his family at his bedside.
He was a combat veteran who served in Korea and a recipient of the bronze star and two purple heart medals.
He worked his whole life as a carpenter and for years attended the Macedonia Baptist Church in Rockcastle County.
Aside from his parents, Elmer was preceded in death by his wife, Thelma Ramey Powell, who passed away in 2006, brothers, Russell Powell, Fred Powell, Clarence Powell, & Johnny Powell, and sisters, Myrtle Powell Bryant and Grace Powell McHone.
