West Virginia Governor. He attended Shepherd College, began teaching and served as principal of the grade schools of Romney, West Virginia. With his brother he acquired the Romney Hampshire Review in 1890 and was publisher-editor. He graduated from West Virginia University, studied law, was admitted to the bar in 1898 and served as West Virginia State Senator, (1899-1905). In 1916, he was elected as a Democrat the 15th Governor of West Virginia, serving until 1921. As Governor, he called the state legislature into special session to submit a constitutional amendment proposing a budget system, also measures were enacted to aid the federal government during World War I and to establish a mothers’ pension. After leaving office, he served as director of the Baltimore and Ohio Railway Company. He died from pneumonia at age 86.
