U.S. Congressman. Moving with his parents to West Virginia, in 1819, he graduated from the Wesleyan University, in 1840 and then engaged in banking, also the manufacture of iron and lumber. He was a member of the West Virginia House of Delegates, (1852-53) and served in the West Virginia Senate, (1863-64). In 1865, he was elected as an Unconditional Unionist to the Thirty-ninth Congress and reelected as a Republican to the Fortieth Congress, serving until 1869. After leaving Congress, he resumed his previous business interests until his death at age 76. His son was Congressman William Pallister Hubbard.
