U.S. Congressman. He attended Dickinson Seminary and with the outbreak of the Civil War, he joined the Union Army and served in the Pennsylvania Cavalry. After the war, he moved to West Virginia in 1870 and engaged in the lumber business. Entering politics, he served as Mayor of Charleston, West Virginia (1884-88). In 1895, he was elected as a Republican to the Fifty-fourth Congress, serving until 1897. After leaving Congress, he was active in business pursuits until his death.
