US Congressman, West Virginia Governor. Elected to represent West Virginia's 1st District in the United States House of Representatives, serving from 1890 to 1891. Also served as Governor of West Virginia from 1897 to 1901, United States District Attorney for the Southern District of West Virginia from 1901 to 1905, and Judge of the United States Court of Claims in 1905.
