U.S. Congressman. Born in Decatur, Alabama, he graduated from the University of Tennessee, in 1873, studied law, was admitted to the bar in 1878 and commenced to practice law in Knoxville, Tennessee. He was clerk in the Post Office Department, Washington, D.C., (1879-81), Assistant Doorkeeper of the House of Representatives in the Forty-seventh Congress, (1881-83) and special agent of the War Department, (1883-85). In addition, he was private secretary to Congressman Leonidas C. Houk, in 1888, served as city attorney of Decatur, Alabama, edited the Knoxville Republican, U.S. Marshal for the eastern district of Tennessee, (1897-1906) and United States consul at Glasgow, Scotland, (1906-07). In 1909, he was elected as a Republican to the Sixty-first Congress and to the next four succeeding Congresses, serving until 1919. After his final congressional term, he died at age 61 in Washington, D.C.
