U.S. Congressman. During the World War I, he served as a Seaman 2nd Class in the United States Navy, (1918-19). After the war, he graduated from the law department of the University of North Carolina, in 1920, was admitted to the bar, practiced law in New Bern, North Carolina and was a teacher in the New Bern High School. He was judge of the Craven County Court, (1920-24) and a member of the State House of Representatives, in 1933. In 1935, he was elected as a Democrat to the Seventy-fourth Congress and to the next twelve succeeding Congresses, serving until 1961. Not a candidate for re-nomination, he lived in retirement until his death at age 70.
