United States Congressman. Kirkpatrick moved with his family to Wapello County, Iowa in 1849. He enlisted as a Private in Company "K", 2nd Iowa Infantry on 6 May 1861, eventually rising to the rank of 1st Lieutenant. He fought with the Regiment at several engagements before mustering out in July 1865. Active in Wapello County politics in the immediate post-War years, he later served as an Internal Revenue Service agent from 1887 to 1913, primarily dealing with moonshiners in and near North Carolina. He suffered numerous gunshot wounds, and in fact was rendered mostly blind in one attack.

Democrats in Iowa's 6th Congressional District nominated him in 1912 to run for that District's House seat. He overcame objections to his supposed North Carolina residency by noting he returned to Iowa to vote every year, and was an Iowa veteran of the Civil War. After serving one term, he failed to gain re-nomination in 1914. He was nominated for the seat in 1916, but after losing in the general election, moved to North Carolina permanently to farm.
