North Carolina Governor. He graduated from the University of North Carolina in 1880, practiced law in Goldsboro, and became involved in Democratic Party politics. In 1892, he was appointed as a United States District Attorney, serving six years. He was elected as the Governor of North Carolina and began serving in 1901. As North Carolina's Governor from 1901 to 1905, he devoted much of his four years in office to improve the education system of the state for whites and championed white supremacy. Under his administration, 3,459 new white only school buildings were constructed. After leaving office, he traveled to other states discussing how to improve education. He died while giving a speech to the Alabama Educational Association in 1912.
