Spanish-American War Medal of Honor Recipient. He was issued the award on July 7, 1899, for his actions as a coxswain assigned to the Navy gunboat USS Nashville (PG-7) on May 11, 1898, off the coast of Cienfuegos, Cuba. He enlisted with the US Navy in 1885 and was one of several men who courageously took part in a boat expedition that cut the underwater telegraph cable off Cienfuegos, Cuba, during the early days of the Spanish-American War. Following the war, he remained in the US Navy and retired in 1915 at the rank of chief master-at-arms. He died at the age of 69. His Medal of Honor citation reads: "On board the U.S.S. Nashville during the cutting of the cable leading from Cienfuegos, Cuba, May 11, 1898. Facing the heavy fire of the enemy, Baker set an example of extraordinary bravery and coolness throughout this action."
