Wyoming Governor, U.S. Senator. As a pioneer rancher, he began to trail herds of cattle from Texas to Wyoming in 1879 and later established a successful cattle company in Sheridan, Wyoming. He was elected President of the Wyoming Stock Growers in 1909 and served in the Wyoming State Legislature (1910-14). In 1915, he was elected as a Democrat the 9th Governor of Wyoming, serving until he resigned in 1917. As governor, he established a Public Service Commission, as well as state surveys to determine irrigation and reclamation sites. After leaving office, he was elected to the U.S. Senate in 1917 and served until his death. In 1958, he was posthumously inducted into the National Cowboy Hall of Fame.
