Civil War Confederate Army Officer, CSA Congressman. Born in South Carolina, he graduated from Erskine College, and later received a Masters Degree from Princeton and a law degree from the University of Alabama. At the age of 22 he became the Secretary of the Mississippi State Senate, and two years later he was elected to the State Legislature. Two years after that he was appointed United States District Attorney for the Northern District of Mississippi at the age of 26. In 1861 he served a delegate to the Mississippi State Secession Convention, where he voted to leave the Union. Elected to the Confederate Provisional Congress, he served from February 1861 to February 1862 before leaving his seat to organize the 31st Mississippi Infantry regiment, which he was appointed as Colonel and commander. He led his unit until 1864, when he resigned to re-take a seat in the Confederate House of Representatives. After the conflict he served as a Judge of the 6th Judicial District from 1869 to 1876. When he died in 1921, he was the last surviving member of the Confederate Congress. His brother was Senator James Lawrence Orr of South Carolina.
