Harley was born on a farm near Liberty, Nebraska. At about 11 years old, they traveled across the state in a covered wagon to homestead in the town of Freedom. Before he died, he would see a man walk on the moon.
As a child in Freedom, he hauled water every day from the river in order to water the trees, since the Homestead Act allowed additional land if you were successful at planting and growing trees there. When he was a few years older, he made overnight trips into town to buy provisions. As an adult, he spent a few years teaching in the local schoolhouse, until he left to attend Lincoln Business College in Lincoln. After graduating, he took a job at the post office, which allowed him to make a generous living even during the Great Depression. He went on to become the head of the College View Post Office, and retired after a long career. He met Hannah Jensen in Lincoln, and knew right away that she would be his wife. Their marriage lasted until her death in 1958, and produced one son.
