Lac-Yee Leung was born in Saigon (now Ho Chi Minh City), Vietnam, and in 1972 graduated from Tamkang University in Taipei, Taiwan, with a BA in English. Besides English and Vietnamese, she was proficient in Chinese Cantonese, Mandarin, and French. She lived in Paris and New York before making her home in Fayetteville in 1986.

She joined the Cumberland County Public Library and Information Center on January 14, 1991, part-time as a cataloger in the Foreign Language Department and became full time in January, 1997. When the Foreign Language Department was closed, her position changed to Library Associate II in the HQ Circulation Department. In June, 2003, she found her calling in the Youth Services Department. She gave joy, fun and excitement to many children with her love of reading books. She particularly enjoyed conducting Chinese cultural programs and appearing as the Library mascot CC Leopard in the Fayetteville Christmas parade.

In the Cumberland County Government newsletter, this lovely tribute was written in her memory:
We mourn her loss and honor her memory as co-workers and friends:
For her vibrancy and for her delight in the world around her,
For her sense of fun and her caring ways,
For her abilty to give and receive friendship and love,
For being such a source of strength in such a little package,
We honor and treasure her memory - we celebrate her life.

Lac-Yee loved nature and animals, particularly birds. She loved to travel, particularly in Europe, and had friends all around the world.

Lac-Yee was preceded in death by her mother, Can Tieu, and father, Nguon Luong. She is survived by her husband and a daughter.
