Ernest C. Waggoner was a noted science teacher and administrator in the Elgin, Illinois public schools and was the driving force behind the creation in 1950 of WEPS, Illinois' oldest educational radio station. He was raised on a farm in Owen County, Indiana and was a graduate of Indiana University where he was an early member of the Masonic Fraternity. He had also attended Indiana State University. He was active in the Elgin community and was president, Rotary Club of Elgin in 1935-36.
